If you have DB2 installed, the Optimizer is it. You use it with any of the
supplied tools (Visual Explain, db2expln, db2exfmt).
Note that the analysis will give you the performance of the query on that
system with its statistics and db cfg capacity parameters.
What you will see is how the query is established and its cost expectations
for "that system". You "may" expect the same behavior on your production
system but not necessarily.
Since explains analyse the query against existing tables and objects, they
have to be part of the db.
I don't know of any DB2 tools for free downloads that would give you this
without DB2 itself.
