The "successful" means that your catalog table for bufferpools has been
updated successfully.
There was not enough memory (within the 1.75GB allowed for the 32 bit
environment) to allocate the pool "immediately".

The message says that memory will be allocated for all bufferpools when you
next activate the db.

Bear in mind, as said in another response to your post, that memory will be
allocated if it fits within the 1.75 GB constraint. This constraint varies
for different OS and their versions, from 800MB to 3.25 GB.
If not, you will get messages at the restart.
If you do not get any messages, it means that your db will consume whatever
the sum of poolS, locklist, package cache, catalog cache and dbheap will add
up to what is defined in your db cfg an/or db2mtrk.
