Hey James and Ed!
It's been a long time since I worked on mainframe DB2, but doesn't the system programmer who installed DB2 and set the DSNZPARMS have the INSTALLADM privilege who then also grants the SYSADM privilege? Back in the day it used to be INSTALLADM was an outside-the-catalog privilege and SYSADM was the highest through-the-catalog privilege possible; you won't find INSTALLADM anywhere in the catalog. But if you leave enough donut crumbs out, I think you'll find the culprit!
