We had a similar problem. A daily task just wouldn't complete. And the
runs piled up until we rebooted. Recreating the task helped. Hope you've
run db2iupdt after the upgrade.

Subject: Task Center Scheduler causing scheduled tasks to hang
Hi,
I'm hoping that someone out there will be kind enough to assist me with
the following problem.
We have upgraded our UDB ESE on AIX from UDB V8.1 FP6 to UDB V8.1 FP13,
after doing the full upgrade,
I noticed that scheduled tasks in the task center are just hanging.
It shows the task is running but does not execute the DB2 command in the
scheduled task.
Manually the task runs but the moment the scheduler kicks it off auto
then it hangs and nothing
Can run after that not even manually, all scheduled jobs just cue up.
Can't stop it as I've tried taking down the Instance and stopping the
DAS,
checked for processes that could be running. Nothing at all to talk
about. Only thing that has helped was rebooting the box.
I am speculating that its something stuck in memory as its not linked to
a process.
Anybody out there who has the slightest clue as to what this can be.
