It looks like you have the Self Tuning Memory Manager set to on for this
instance/database and its trying to find a candidate to lower memory use
to give back to the system, but cant do it quite yet.
Do you want to turn it off ? or cap it ?

slows down when this starts, any ideals on how I can figure out which parm
