You need to ensure that the Advise and Explain tables are created before you use Advisor or Explain tools.
If they are note, edit the file: .../sqllib/misc/explain.ddl
You<ll have to indicate in which tablespace you want the tables created. Once edited, copnnect to your db and run: db2 -tf explain.ddl
This will create your tables and you should be good to go.
