Ado,

Check the db2diaglog, and .NFY it may have a entry for table space in
Quiesced state or take a snapshot for table spaces then you will know
the table space states according to it and from entry in diaglog , ask
the user how has Quiesced the table space to release it then you can do
what ever you want to do :)

I always get the same error message for everything that I do:

db2 => drop table brkcil.billing
DB21034E The command was processed as an SQL statement because it was
not a valid Command Line Processor command. During SQL processing it
returned:
SQL0290N Table space access is not allowed. SQLSTATE=55039

db2 => delete from brkcil.billing
