What is the db2diag.log telling you when this bind fails? If you are getting
"Operating System error" and something like "not enough system resources
available", you have run out of RAM and DB2 can't grow the PCKCACHESZ heap.
Does it help if you do a db2stop to release all resources and db2start and
then retry the db2look?
