Assuming the catalog partition is node 0, that won't help.
Have you set up a tools catalog and corresponding 32k tablespaces?
In any event, this is a symptom of an incomplete DB2 installation and it's
not worth the candle for an outsider to your systems to keep on guessing
where the goof-up is. There are literally dozens of hits for SQL0443N in
LazyDBA and other communities, suggest you research those.
