I'm not entirely certain but I don't even think you need to revoke the
userspace1, it seems as if, by db2 internal selection routine, the first
user tablespace created after userspace1 (syscat.tablespaces.create_time)
will be the default.

Yes You have concept of default tablespace in db2 also. By default all the
objects saved my any user are saved in USERSPACE1. If you want to change
the default tabspace.

1 Revoke use of USERSPACE1 from user

DB2 REVOKE USE OF TABLESPACE USERSPACE1 FROM USER <user>

2 Grant USE OF TABLESPACE <urtablespace> to user <user>
