It turns I have to apply APAR PQ76858 on the OS/390 side to create some new
procedures. Thanks to all for the help.

The error is ODBC specific, so it is reasonable that you can do normal CLI
stuff. Your program is asking ODBC for a list of tables, and it in turn
asks
DB2 via the sqltables() function. DB2 responds with your error message. I
think Daniel is right, and you should review your ODBC support host side
installation.
