Did you have a sample database on this server in the past?
Try
1)catalog database sample
2)drop database sample
3) db2sampl
if the problem persists then you need to get into your instance folder and get rid of the files for sample database(%HOME%/DB2/NODE0000/SQL0000x) . Try renaming the SQL0000x folder that should be safer.Run db2sampl it should work.

Hi Gurus,
I am getting this error for UDB 7 FP 13 on Windows Advanced Server 2003,
while creating the sample database from first steps.
SQL1039C: An I/O error occurred while accessing the database directory.
SQLSTATE=58031.
I went through the error message help but it was not of much use. Can anyone
of you help me out.
