We encountered a similar problem and it was related to Embarcadero's
DBArtisan Version 8.0. It's monitor utility was not releasing agents after
each snapshot. If you use DBArtisan that may be your problem.

Max number of coordinating agents (MAX_COORDAGENTS) = (MAXAGENTS -

Max no. of concurrent coordinating agents (MAXCAGENTS) = MAX_COORDAGENTS
Max number of client connections (MAX_CONNECTIONS) = MAX_COORDAGENTS
