You can do the following:
1. Verify the license by executing the command 'db2licm -l' [normally the
DB2 is licensed for 90 days for trial versions]
2. Run the command db2cmd [Start->Run->db2cmd] and then run db2cc. It
should show any errors
Post the errors.
Most probable cause or error would be due to PATH setting- if uninstall DB2
and install some other software and then install DB2, then the PATH gets
messed up as it cannot handle more than 128 Characters.
If you pos the error, then we can see what is causing the problem.

Subject: Control Center Not Opening
Hi Friends,
My environment is Windows 2000 and DB2 v8.1.7. Since, last 4 months I am
working on the same machine and working fine. Sunddenly, my Control Center
is not opening. I tried several times through Start/Programs/IBMDb2/General
Administration Tools & also Run(db2cc). Also, I tried by again applying the
FixPack 7. Still my problem is not solved.
Can any one advise me the alternative.
