UOW Waiting state means that application connection has completed it's
work (what ever this might be) and awaiting for the next instruction
while remaining connected. This state is perfectly normal and does not
indicate a problem.
What do you mean by "User is stuck"? Is your user not getting response
from the database?
There may be a ton of reasons for it. Look at the db2diag.log for any
error messages, or, better off, try to simulate the user actions step by
step and see whether you will get a problem.

Hi,
Our first DB2 UDB (8.1) production database has this problem when we do
a db2 get snapshot for applications on database
Application status = UOW Waiting
The user is stuck.
It's the first time we are seeing this, what does UOW Waiting mean ?
Thanks,
Stephane Paquette
