Looks like the Database Administrative Server is running?
And I'd look at the syslog if it's a Unix server as the
function mentioned (sqlo_access_listen_queue) uses the db2snmp demon so
should be writing to the syslog also.

It might give you more of a clue what file it's looking for.

Paul,
The problem is this is a DB2 process that retrieve/store information in the
toolsdb. We don't have a toolsdb defined and i don't know why this process
is even active or what activate it.

Jamil,

Did you read the error message? "A file or directory in the path name does
not exist" It is up to you to determine which one.
