You don't have a C-compiler installed on the server, or it's not properly
hooked into DB2.
If you can move to V8.2 or higher (I recommend V8.2.2 (FP9) or V8.2.3
(FP10)) the whole issue goes away since V8.2 introduced "native" SQL
procedures
