Hi Jitendra.
Try
db2admin stop
db2admin start
We had the same problems and created a OS-Task that contains the DB2 Admin stop and start commands and is executed once every day.

Betreff: F1, F1 - The scheduler is not running since last night
Dear all,
I am using DB2 8.2 on Windows. We have some procedure scheduled thru Task Center, the jobs were running fine but since last night no job is running.
When I try to run the job manually it gives the error message -
The scheduler is not active. Reason code "1".
Explanation:
The scheduler was unable to handle the request because the scheduler is not active for one of the following reasons:
1. The scheduler is not enabled.
2. The scheduler is not configured properly.
I checked the SCHED_ENABLE and it is set to ON.
