A clear and fair answer to this question is very difficult to obtain. Most
OS/390 environments are Big Blue - meaning they will have DB2 instead of
Oracle. For many years this was wise - and is probably still wise. IBM owns
the hardware and the software and can make the DB2 software work best on the
hardware. But Oracle has done some work over the years to make their DBMS
software work better on IBM's mainframes.
Here is my attempt at answering your question:
1) If you own a mainframe and need a relational/SQL DBMS, DB2 should
probably be your first choice because it is very optimized for the hardware.
2) If you own Oracle on another platform then you might consider
investigating Oracle on OS/390 as well to leverage your programmer's
knowledge of the Oracle DBMS.
