You can install the Developers Client (which is different from the Run-Time client and the Admin Client)
Hope this helps

Subject: Stored Procedure Builder on PC
Hi,
Can you tell me if there is another way of putting Stored Procedure Builder
onto a PC without having to install the whole Admin suite? Just that we
have some applications people (not DBAs) who want to use it but currently
only have the base Client installed - which does not have the SPB included.
Thanks
