You probably chose not to install the application development part of db2.
You can just get the CD and install that piece and whatever fix pack
you have, run db2iupdt and you should be ok.

missing ".h" and ".f" modules
under include directory
DB2: v8.1
Platform AIX 5.1
On one server I found uder /usr/opt/db2_08_01/include/ there is only on
module asn.h.
While on other server I see 85 ".h" and ".f" modules.
We need these module for SP compilation.
What went wrong during the installation?
Can i get these modules from DB2 media?
