db2syscs.exe process CPU utilization is 100%

I have dual processor
2.5 GB of Ram
Windows page file 3.750 GB
Still using DB2 UDB V6 fp11 with Net.Commerce
I have tried a lot of thing to miximize the memory usage but no effect, it only uses around 600 MB.

Any hint?
