The serial# in v$process is incremented each time a process slot is reused. It counts up from -128 to 127. That would account for negative numbers. The serial# in v$process would not be expected to match v$session.

Just a shot in the dark but we noticed that there are serial#'s in v$process with negative values (e.g., -22) that do not have a corresponding entry in v$session. And, via glance we see that these processes are consuming most of the cpu. Any thoughts will be appreciated.
