This may be a simple thing But if this is a Linux System have you checked
permitions
ls -al
on the directory and the file

After trying to install oracle9i as oracle user using the path:
cdrom/cdrom0/runInstaller

I get the follwing error:

You do not have permission to write to the inventory
opt/oracle/oracle8i/oraInventory. Installation cannot continue.:
permission denied


It looks like it is pointing to the already installed oracle8i
