Can any body tell how to solve this problem

I Created Database manually,

1. If I do tnsping

Used parameter files:
D:\oracle\ora90\network\admin\sqlnet.ora

Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL =
TCP)
(HOST = bir-pc0237)(PORT = 1524))) (CONNECT_DATA = (SERVICE_NAME =
TestDb1)))
OK (30 msec)

2.
>sqlplus "sys/oracle as sysdba"

SQL*Plus: Release 9.0.1.0.1 - Production on Tue Sep 28 16:44:06 2004

Connected to an idle instance.

SQL> show user
USER is "SYS"

SQL> select * from tab;
select * from tab
*
ERROR at line 1:
ORA-01034: ORACLE not available

4. If I try to connect through SQL *PLUS sys/[Email Address Removed] ORA-12514: TNS:listener could not resolve SERVICE_NAME given in
connect descriptor

Any idea how do I connect to database and work.
