Look at DBMS_SYSTEM and DBMS_SUPPORT
I think one of these doesn't support level of trace though which you need to set
in order to see bind variables.

Hi,

I need to set trace on a session to see the bind variables,
but get the error ORA-06509, ICD Vector missing. I've checked on the
web and it suggests to run CATALOG and CATPROC, stating that they may
have been run as a user other than sys. I cannot run these on the live
system at the moment, so what is the best option to fix the problem,
or another way to set 10046 on another users session ?
