I am assuming that you mean db links (database links) here...

Basically, a database link is a connection from one database to another.
They allow you to access data stored in remote databases. They are
necessary if you want to replicate data between systems. They also allow
you to call stored procedures and functions in remote databases, which can
be a great benefit when you want to ensure that all the applications in an
organization agree on, say, what "business days" are.
