can't you just run oradim and specify -STARTMODE a and -PFILE 'pfile' like..
oradim -edit -sid 'sid' -startmode a -pfile 'pfile' etc.....and see if it helps

I have two servers one of them with NT and the other with Windows 2000, and
in both I have the problem that when the service of Oracle startup, my
database is down, and I have to startup from server manager my databases.
