When the service was created with the oradim utility, did you specify
pfile parameter?
for example:
oradim -new -sid TESTDB -intpwd oracle
-pfile=D:/oracle/ora92/database/initTESTDB.ora
oradim -edit -sid TESTDB -pfile=D:/oracle/ora92/database/initTESTDB.ora
startmode simply deals with restarting the service, not the database. If
the pfile parameter is set, then it can start the database.

I have two servers one of them with NT and the other with Windows 2000,
