It was my understanding that this will remain 100% full until you
shutdown. Oracle no longer deallocates the temp segments, it just allows
other users to use them , thus reducing the overhead of allocating and
deallocating the segments.
I could be wrong, if someone else knows, please speak up.

You need to check what active sql queries are running. If you are saying
it is "always 100%" then it means either it is not properly sized or the
queries are not efficient and hence they do not choose the efficient
plan.
