this parameter is not dynamic, you have to shutdown the db. Also add to the
end ' scope = spfile;

I don't think you can set NLS_DATE_FORMAT for the system dynamically. As far
as i know you set it in the init.ora and have to bounce the database for it
to be set.

Anyone else know any better?

alter system set NLS_DATE_FORMAT = 'MM/DD/YYYY';
