You need to review the oracle backup and recovery manual. ALl your redo logs are full, and you did not move the full logs to another directory so new logs can be created.

My oracle 8i was running on win2k adv server on "no archive mode", I
switched it to archive mode (Automatic archival disabled) last night.
Today I got the following error from windows event log:

Description:

Archive process error: ORACLE Instance biotics - Can not allocate log,
