Yes, direct upgrades (i.e. running the Database Upgrade Assistant) are
not supported. I'm reasonably confident that if you attempted to run
the DBUA against an 8.1.5 database, it would error out, but I haven't
tested that.
Indirect upgrades via export and import, on the other hand, are
supported practically forever. The 9i Import utility, for example,
according to the Oracle Utilities manual, will happily read dump files
created by the export utility from an Oracle 5.1.22 database. I doubt
anyone on this list has an Oracle 5 database lying around any more.

By NOT SUPPORTED, don't they actually mean that it CANNOT BE DONE? My
understanding is that the upgrade process of the database is not
possible from a 816 to 920. It just cannot be done that way.

I'm not sure where you read the particular comment about supported
upgrades, but I'm pretty confident that it refers to using the Database
Upgrade Assistant. Going from 8.1.6 to 9.2.0 via export and import is
certainly supported.
