I would disagree on that, the backup information is also stored in controlfile, so even if you loose your repository you can restore the database using the current controlfile i did it many times.
In case you loose your controlfile too then its a little bigger problem you have to run a pl/sql block (described in the RMAN manual) to get controlfile out of backuppeice and then restore datafiles etc.

Somebody told me once, if you loose the repository, (assuming you are
using one), that all your databases are hostage as there would be no way
to recover any of the databases until first you recovery the repository
database. (Repository database is always backed up using the
controlfile option and not the repository option).
