An export of the catalog is performed. That is different than a backup. A
backup you can restore with out first creating the db. But an export is only
the data, and a DB, schema, tbspace must be created first before importing
the catalog.

The catalog backup is taken every time a RMAN backup is performed. A
backup of the catalog is on every tape series. The problem comes when
the catalog is unreadable/corrupted the catalog has to be rebuilt. This
is a process that reads the backup tape/s and rebuilds the catalog. It
will take a long time. In the first few versions of RMAN this was a
common event, in these later versions it is less common although it does
happen.
