as a default funtionalty, TEMP tablespace of type TEMPORARY will not
have its unused extents cleaned up by SMON. that's ok. once a session
allocates an extent, it should stay allocated. when that session
finishes with that extent, it will leave it allocated and mark it as
free. then, another session can recycle it. the idea is to avoid the
overhead of constant allocation and deallocation of extents.
