You are out of luck, but I have to question why it is that you can't touch
the data. What exactly does this mean?
It is possible that when you clone, you can "massage" the data in the test
system so that any production data which contains sensitive information (payroll
details etc) can be scrambled. The downside to this is that it makes it rather
difficult to perform certain tests, but your need to maintain privacy may
be more important.
If you are not allowed to clone from production, you will have to perform
a Rapid Install of an empty Apps 11i instance, apply all your production
patches etc, then manually configure the system the same way as Production.
You will then need to generate a testing dataset which covers all the modules
you use and has realistic values. This is not a trivial exercise.
