You could clone the apps tier, create a new database, and then reload the
apps into the database (I believe that is an adadmin option).

But I am on 11.5.9 and am not sure this would work.

Does anyone know of a means by which you can clone Oracle Apps 11.5.3 or in
fact any version and not take the data? We want to clone our production
system to create a Test environment.... but arent allowed to touch the data.

I dont think its possible (because all the code is in the datafiles)
