How to setup a Standby Oracle 9I database.

I enter this command ALTER DATABASE CREATE STANDBY CONTROLFILE AS '/export/home/oracle/Ora92/dbs/stbycf.ctl';

I check the file stbycf.ctl the file is empty.

Why is the file empty.
