Doesn't windows use WE8MSWIN1252 in place of WE8ISO8859P1?

I m using oracle 9i DAtabase which is in windows 2000 server.
While creating the database i set the character set WE8ISO8859P1. Now
i inserted germen characters in the database, but it's not inserted
properly. Please help me.
