I have experienced the same thing trying to move data over db links from
8.1.6 to 9.2.0.6
Bottom line is 9i client is not compatible with 8.1.6 Confirmed by Metalink

Can't remember where exactly but have a whole lot blood sweat and tears to
prove it.
I got around it by installing the 8i client alongside the 9i client my local
desktop. They can run in parallel just defaults to the oracle default home
Than changing the oracle home >start>Programs>Oracle installation
products>Home selector select ora8home (or what ever you have called it).
Than exp
Change home back to 9i
Alternatively cd to the oracle 8 home and than the exp folder and run exp
from there
8.1.7 is however sees both 9i and 8.i.6

Thank you very much. I can connect to the server that I want. Now the
problem is that I can't exp use V9i client connecting to a V8.1.6 server.
