Yes, why?

The implication is you are willing to give up on the hot backup, just to
get a copy of the tempfiles, (not good). Instead give up putting the
temp tablespaces in backup mode and copying the tempfiles, (it'll save
space at the destination).

But, Like Groot said. Of course you can shut down and take a cold
backup, even of the entire server if you want.

When you restore, the tablespace definitions will exist, and you can add
the tempfiles -- (see note below on trace controlfile).

Yes you can.
But ask your self the question why?
Temporary Tablespace is just that temporary it is there for the
database.
The data there in is after the operation is completed useless.

If you are creating your own hot backup, (like me), I like to include
the trace controlfile: alter database backup controlfile to trace as
'<file_name>';

Inside you will already have available stuff you can use like creating
the tempfiles for the temporary tablespaces, (the definitions of the
tablespaces will have already been restored from the system tablespace).

It is also just a handy thing to have with all your other files.

Just create a new temp tablespace wherever you restore it.
