The RMAN repository is stored in an Oracle database, therefore I would say
yes you do need a license. Though it could be a very cheap standard edition
licence perhaps.

Unless its for a purely development system, which AFAIK means you don't need
a license until it goes "LIVE". At which point you will need a licence.

If in doubt, send your local Oracle branch an email!
