To answer your question:

Stopping the service on windows does indeed stop the database - more
forcefully than shutdown abort. Restarting the service will indeed
start up the database if its startup is set to AUTO in oradim. And if
oradim can find the pfile, or you're using spfile.

In the services panel the oracle database or instance services will be
listed as OracleService???? where question marks are your sid names. The
status column will tell you whether the service is up [if it has started
in this column] or not.

A related curiosity that comes to my mind is if stopping and restarting
these services actually stops and starts the database and instance or it
simply makes the instance and database connectable when started and not
connectable when stopped but database exists at all times. May be
Mudhalvan can clarify this also.

(running or shutdown) on a windows 2000 box?
