I don't think you can do it. This calls for migration, not cloning. There
are oracle documents that describe how to migrate from 8i to 9i and you
should follow them.

Off the cuff I would say that you probably have to create an empty 9i
database and then export 8i, and import into 9i. But I think there are a few
more steps than that.
