Hi,
The executable could not be found or the environment may be set up
incorrectly.
Action: Turn on tracing at the ADMIN level and reexecute the operation.
Also,
1. Verify that the ORACLE Server executable is present and has execute
permissions enabled.
2. Ensure that the ORACLE environment is specified correctly in
LISTENER.ORA.
3. Ensure that the Oracle Protocol Adapter that is being called is
installed on the local hard drive.
4. Check that the correct Protocol Adapter are successfully linked.
5. You may want to increase QUEUESIZE for the listener if you have lots
of concurrent connection
requests and only one listener to several databases maybe.

I have increased the processes and I am still getting the same error. What
else should I look at. Please help
