I just bought Oracle 9i DBA 101 by Theriault, Carmichael, and Viscusi.
There is a chapter in there that discusses the V$ views (I think that is
what you are referring to). It only hits the ones that are useful for
tuning but it's not just a description but what the information is
good for.

I am really looking for more information on this myself - a more
comprehensive list and description - so I am anxious to see other
answers.
