Ron,

It depends on how you build the database.
If you use the clone method, the base database provided
from oracle is not upgraded when patching.
That is, base install 9201, patch to 9207, the base database
used by dbca is still 9201, and must be catpatch'ed.

If you use dbca to create scripts, then run in the scripts manually,
I believe (haven't tested this myself directly) that you will then
wind up with a 9207 database directly.
