Finally got this sorted - thanks to all for your help and to Ralph who
has given some very useful background info to me.

Downloaded the client install (for the 3rd time) and it now installs and
does what I need.

Tim - I was more worried about whether our supplier would support us
accessing the DB through the Instant Client as opposed to Oracle but
thanks for the info - always useful to know.
