Registry.dat is missing ... But it isn't!

This has been puzzling me for a few weeks now.

I have a user who needs to use 3 different application instances of
Oracle, for ease of explanation (and not to bore you with all of our
in-house acronyms I'll call them A, B & C)

Each application will run fine by itself and up until this user got a
new machine a few weeks back all was well. But now when the user starts
application A then tries to run application B they get this message
"https:machine:port/OA_JAVA/oracle/forms/registry/Registry.dat is
missing". Which obviously it can't be else the B application would not
run by itself.

If the user starts application B then application A they get another IE
error which is Java related which then closes all active IE windows.

User starts application B then C or C then B, they get another error
message, we didn't try the A/C combination as I really am responsible
for Application B.

Any ideas?

Cheers
